“Is this exact model covered under BIS CRS?”

The supplier immediately shared a BIS registration number.

At first glance, the problem seemed solved. The factory had a valid registration and the brand name looked correct.

But when the licence scope was checked carefully, the exact model planned for the Indian market was not clearly covered.

The company now had a commercial problem, not just a compliance problem.

The shipment could be delayed. The model could require inclusion. Additional testing might be needed. Packaging might have to be changed. The launch campaign could also move.

The mistake was not that the company completely ignored BIS.

The mistake was checking BIS too late.

For products covered under India’s Compulsory Registration Scheme, this is an important lesson. A supplier having “a BIS certificate” does not automatically mean every product, factory, brand and model supplied by that company is covered.

BIS CRS registration needs to be checked at product level.

Before testing or importing, a business should normally understand at least 7 points:

  1. Exact product category
  2. Applicable Indian Standard
  3. Manufacturing unit
  4. Brand
  5. Models proposed for India
  6. Testing requirement
  7. Registration scope

This becomes even more important because the Scheme II framework changed in 2026. One of the major changes is that CRS licences may now be granted initially for 5 years, although annual compliance obligations still continue.

BIS CRS registration should therefore not be treated as a one-time paperwork exercise.

It should be treated as part of product and market readiness.

What is BIS CRS Registration?

BIS CRS stands for the Compulsory Registration Scheme of the Bureau of Indian Standards.

CRS operates under Scheme II of the BIS conformity assessment framework.

Under this route, manufacturers of products covered under applicable compulsory registration requirements generally need to demonstrate that the product conforms to the relevant Indian Standard and obtain BIS registration before using the prescribed Standard Mark and registration number.

CRS is widely associated with electronics and information technology products. However, businesses should avoid assuming that every electronic product automatically falls under CRS.

Applicability depends on the exact product category and the relevant regulatory requirement.

Two products may look similar in a catalogue but still need different compliance treatment.

For example, a company may sell several types of adapters. Their appearance may be similar, but differences in output rating, intended use, construction, product category or technical design can affect the applicable compliance route.

This is why the correct question is not simply:

“Does an adapter need BIS?”

A more useful question is:

“Does this exact adapter configuration fall within a notified CRS category, and which Indian Standard and registration scope apply?”

That difference can save considerable time later.

Who Actually Needs BIS CRS Registration?

One of the most common CRS mistakes happens because the manufacturer, importer, brand owner and Authorized Indian Representative are treated as if they perform the same role.

They do not.

Understanding these responsibilities early can prevent documentation problems during the application.

Manufacturer

The manufacturer is generally the central applicant under CRS.

The manufacturing location matters because registration is connected with the actual manufacturing unit.

If the same product is manufactured at 2 different factories, a business should not automatically assume that registration linked to Factory A covers production from Factory B.

This is particularly important for global brands using multiple contract manufacturers.

A product may carry the same brand and model name while coming from a different manufacturing unit.

That factory difference needs to be checked before shipment.

Importer

An importer brings the product into India, but that does not automatically make the importer the CRS licence holder.

The importer should instead verify that the product being purchased is properly covered by the manufacturer’s registration.

At a minimum, the importer should check:

  • Licence holder
  • Manufacturing address
  • Applicable Indian Standard
  • Product category
  • Brand
  • Model

Receiving a BIS certificate PDF from a supplier should therefore be considered the beginning of verification, not the end.

Brand Owner

Many electronics businesses operate through OEM and private-label arrangements.

The factory may manufacture the product, while another company owns the brand.

This creates an additional documentation layer.

The application may need consistency between the manufacturer, brand owner, trademark details, authorization, product label, test report and model information.

A small difference in company names or brand details can lead to queries even when the product itself has passed testing.

Authorized Indian Representative

Foreign manufacturers may require an Authorized Indian Representative, commonly called an AIR, depending on their legal presence and applicable BIS requirements.

The AIR represents the foreign manufacturer in India for specified compliance responsibilities.

However, the AIR is not automatically the manufacturer.

The foreign manufacturing unit remains central to the CRS application and product responsibility.

How to Check Whether Your Product Falls Under CRS

The applicability review should happen before laboratory testing.

This sounds obvious, but businesses frequently reverse the order.

A product manager contacts a laboratory, receives a quotation, sends a sample and then starts investigating whether the selected standard is correct.

If the classification is wrong, the entire testing exercise can become unusable.

A better screening process starts with the product itself.

Ask what the product actually does, how it is constructed, how it is powered, where it will be used and how it is being marketed.

Then check the regulatory factors.

An HS code may support an initial import screening, but it should not be treated as final proof of BIS applicability.

The technical scope of the product usually matters more.

Before spending money on testing, a business should ideally confirm 4 things:

Product classification, Indian Standard, manufacturer and model strategy.

If these 4 inputs are wrong, a technically successful test report may still not support the intended application.

BIS CRS Registration Process

A typical CRS registration project can be understood in 7 major stages.

Step 1 – Confirm Product Applicability

Start by identifying whether the product is actually covered under CRS.

Check the exact product description, applicable Indian Standard and relevant regulatory scope.

Do not rely only on a supplier statement such as “BIS required” or “BIS not required.”

Product classification is the foundation of every later step.

Step 2 – Finalize Manufacturer, Brand and Models

Before sending samples for testing, finalize the important application details as far as possible.

Confirm the manufacturer’s legal name and complete manufacturing address.

Also freeze the product name, brand, model numbers, ratings and intended model family.

This matters because the information used during testing should remain consistent with the later application.

Imagine that a test report identifies the model as:

ZX-100A

but the commercial team later changes the market model to:

ZX-100 India Edition

That change may appear minor to marketing, but from a compliance perspective it can require review.

Step 3 – Select a Suitable BIS-Recognized Laboratory

The product should be tested through a laboratory recognized for the relevant product and standard scope.

Do not select a lab only because it advertises “BIS testing.”

Recognition should be relevant to the exact requirement.

Lab selection also affects project planning.

A laboratory may need additional samples, special accessories or product documentation before testing starts.

If the lab queue is long, the launch timeline can move before testing even begins.

Step 4 – Complete Product Testing

The laboratory evaluates the product against the applicable Indian Standard.

The testing duration depends on the product.

Some products may require a relatively limited testing sequence. Others may involve multiple electrical, safety, performance, environmental or construction-related tests.

Testing can also fail.

If a sample does not meet the applicable requirement, the manufacturer may need to investigate the issue, modify the product, prepare another sample and repeat part of the testing.

This is why businesses should not build a product launch timeline using only the best-case testing period.

A contingency should always be included.

Step 5 – Review the Test Report Before Filing

A passing report should not be uploaded immediately without review.

Check the complete document first.

Compare the test report with:

  • Manufacturer name
  • Factory address
  • Product name
  • Model number
  • Brand
  • Electrical ratings
  • Applicable Indian Standard
  • Product label
  • Application details

One wrong digit in a model number can create unnecessary clarification.

The same applies to abbreviations in factory names or differences in address formatting.

The timing of filing is also important.

The verified test report should normally be used for the CRS application within 90 days from the date of issue.

That means testing should not be completed too early while other parts of the application remain unfinished.

Step 6 – Prepare and Submit the Application

After testing and document review, the manufacturer can prepare the CRS application.

A typical submission may include manufacturer records, technical details, test reports, model information, brand documentation, declarations and AIR-related documents where applicable.

Once filed, BIS may review the information and raise queries.

The quality of the application can directly affect how much back-and-forth happens.

A file containing 20 documents is not necessarily a strong application.

A strong application is one where those 20 documents tell the same story.

Step 7 – Registration, Marking and Market Release

Once registration is granted, the manufacturer can proceed with the applicable BIS Standard Mark and registration-number requirements.

This step should involve the compliance team, not only the packaging designer.

Before mass printing labels or packaging, check:

  • Brand
  • Model
  • Ratings
  • Registration information
  • Required BIS marking
  • Other mandatory declarations

A packaging mistake discovered after printing 50,000 cartons can become far more expensive than a document correction made before production.

Documents Required for BIS CRS Registration

There is no single universal checklist that applies exactly the same way to every applicant.

However, most CRS projects involve 4 main document groups.

1. Manufacturer Documents

These establish the identity of the manufacturing unit.

Depending on the applicant, the file may contain documents showing:

  • Legal manufacturer name
  • Factory address
  • Business registration
  • Manufacturing activity
  • Authorized signatory

Consistency is important.

For example:

ABC Electronics Manufacturing Private Limited

and

ABC Electronics Pvt. Ltd.

may clearly refer to the same company commercially, but the application should still use consistent legal identification wherever required.

2. Product Documents

The product file may include:

  • Product specification
  • Model list
  • Electrical ratings
  • Technical brochure
  • Product label
  • Test report
  • Model-family details
  • Relevant technical information

The final commercial product should match the product represented in the compliance file.

3. Brand Documents

When the manufacturer and brand owner are different, additional records may be required to establish the relationship.

These may include:

  • Trademark information
  • Brand authorization
  • Brand declaration
  • Manufacturer authorization

This is especially important for private-label businesses and OEM arrangements.

4. Foreign Manufacturer and AIR Documents

A foreign manufacturer may additionally need:

  • AIR nomination
  • AIR-related undertaking
  • Manufacturing-unit records
  • Authorized signatory documents
  • Brand authorization
  • Applicable declarations

The objective is not simply to collect documents.

The objective is to make sure every document is aligned.

Does BIS CRS Require Factory Inspection?

CRS should not be confused with Scheme I ISI certification.

Under Scheme II, routine grant-stage factory inspection is not generally treated as a universal requirement in the same manner as certification routes involving manufacturing-site assessment.

CRS relies significantly on product testing, manufacturer declarations, application review and continuing conformity.

However, this does not mean a manufacturer can ignore compliance after registration.

A registered product still needs to remain compliant with the applicable requirement.

Changes in models, product construction, brand, manufacturing location or other relevant factors should be reviewed rather than assumed to be automatically covered.

BIS CRS Registration Cost

Businesses often ask for one figure:

“How much will BIS CRS cost?”

A single number can be misleading.

The overall project budget should be divided into government fees, testing costs and project-related expenses.

Under the current Scheme II framework, major BIS fee components include:

  • Application fee – ₹1,000
  • Annual licence fee – ₹1,000
  • Processing fee – ₹25,000 per application per year
  • Additional test report fee – ₹20,000 each, where applicable

Eligible businesses such as certain MSMEs and start-ups may qualify for applicable concessions subject to the relevant conditions.

Laboratory testing is separate.

Testing cost can depend on:

  • Product type
  • Indian Standard
  • Test scope
  • Number of samples
  • Model family
  • Test duration
  • Retesting
  • Laboratory

A simple product may therefore have a very different testing budget from a technically complex device.

Other project expenses may include sample logistics, international courier, translation, notarization, AIR support, product modification, retesting and professional compliance assistance.

The better budgeting question is:

“What will the complete CRS project cost for this exact product and model family?”

How Long Does BIS CRS Registration Take?

There is no responsible universal answer such as:

“CRS registration takes exactly 20 days.”

The overall project depends on several moving parts.

A practical timeline contains:

Applicability review – Product preparation – Laboratory testing – Document preparation – Application – Query response – Registration

Testing may become the longest stage.

A project can slow down because the laboratory has limited slots, a sample fails, another model needs testing or technical changes are required.

Documentation can create another delay.

For example, if the test report is ready but the brand authorization is still being negotiated between the overseas factory and Indian brand owner, the filing cannot necessarily move at the same speed as testing.

Businesses should therefore work backwards from the intended launch date.

If the target Indian launch is 1 December, the compliance team should not start the CRS assessment on 20 November.

Certification should be built into the product-launch plan from the beginning.

BIS CRS Licence Validity – Important 2026 Change

The Scheme II framework changed significantly in 2026.

A CRS licence may now be granted initially for 5 years and may subsequently be renewed for another 5 years, subject to the applicable requirements.

This replaces the older 2-year validity framework that businesses may still find mentioned on outdated websites and older documents.

But the 5-year validity period should not create a false sense of security.

Continuing compliance still needs active management.

A manufacturer may need to track:

  • Annual fee requirements
  • Production information
  • Product conformity
  • Model additions
  • AIR changes
  • Brand changes
  • Manufacturing changes
  • Standard revisions
  • Regulatory amendments
  • Marking requirements

A useful internal practice is to create a compliance calendar immediately after registration.

Set reminders for annual obligations, model reviews and regulatory monitoring rather than waiting until the licence approaches expiry.

Can Multiple Models Be Included?

Potentially, yes.

But model grouping should not be based only on visual similarity.

Consider a company selling 5 models under the same product family.

The outer design may be almost identical, but different models may have different internal components, ratings or safety characteristics.

Those differences can affect grouping and testing.

A better approach is:

  1. Identify all proposed models.
  2. Compare their technical differences.
  3. Review the applicable series guideline.
  4. Select the representative model.
  5. Complete the required testing.
  6. Build the registration scope correctly.

This work should happen before the first shipment.

Case Study – 5 Models, 1 Launch Date

Consider a foreign electronics company preparing to introduce 5 models in India.

The commercial team wants all 5 models launched together.

Model A is sent for testing because the engineering team believes Models B, C, D and E are almost identical.

During the pre-application review, the compliance team compares the technical specifications.

They discover differences in electrical rating and internal construction between the models.

Instead of filing immediately, the team reviews the model-grouping approach and adjusts the testing strategy.

The launch moves slightly, but the company avoids a more serious situation where inventory could arrive in India before the actual registration scope is clear.

The lesson is straightforward:

Do not decide model coverage after shipping. Decide it before testing.

  10. Test report remains within the relevant filing period
  11. AIR documentation is complete where applicable
  12. Final marking artwork matches the intended registered product

A short internal review before submission can prevent several rounds of avoidable clarification later.
